Same as {{section link}}, except it does not use Lua. Unlike with {{section link}}, the page name (possibly empty, if the same as the current title) must be given as the first parameter and the section as the second parameter, rather than using one parameter with a #. It might also not take kindly to some special characters and will not decode percent-encoded characters. If either of those is needed, use {{section link}} instead.
